政治吸纳与空间拓展:我国社会组织发展的政治分析

Political Absorption and Spatial Expansion:a Political Analysis of the Development of Social Organizations in China

改革开放以来我国社会组织发展的一个显著特点是,它们总是与特定时期社会政治生活的中心工作较紧密结合在一起:中心工作向社会组织开放,社会组织为中心工作服务。这就是政府对社会组织的"政治吸纳";通过吸纳,政府预防了社会组织发展成为体制外的力量,社会组织则获得了发展的空间。具体而言,市场经济体制改革为社会组织提供了基本的发展前提和环境,政府职能转变是社会组织发展的直接动力,服务型政府建设为社会组织确立了社会地位,社会管理和和谐社会建设确定了社会组织的协同角色,协商民主则拓展了社会组织的功能。通过政府"政治吸纳"来获得发展的空间,这是我国社会组织发展的特殊道路,也是适宜的道路。

The remarkable feature of the development of China＇s social organizations is that they are always closely linked with the central task of social and political life in a specific period. The central task is open to social organizations, and social organizations serve it. This is the government＇s political absorption of social organizations. Social organizations will not become factor outside the sys- tem and get development space in this way. Specifically, social organizations get the basic development conditions and environment from the market economy system reform, gain the direct driving force from the transformation of government functions, establish their social status by participating in the construction of service-oriented government, identify their collaborative roles by participating in social management and harmonious society building, and expand their function;from deliberative democracy. Government＇s political absorption can expand the space of social organizations, and it＇s a special and suitable path for the development of social organizations in China.
