On the Clustering of “IP +” Industries——Structural Reform of Supply Side for the Cultural Industry

由于集聚了文化产业与其他经济部类相比较而有的共性与特殊性,IP产业将成为文化产业供给侧改革的聚焦点与突破点之一。现阶段,IP产业形成"IP+"产业的集群化,将是一种较有竞争力的发展模式。各大城市在此过程中具有竞争性关系。在充分尊重市场规律的前提下,各大城市的地方政府需要积极介入产业集群的顶层设计和组织建设中来,这是产业集群自身产业形态发展的要求。政府部门职能的转变,建设、完善相应的法律法规,构建IP行业产业标准与规范,加大技术开发力度、促进IP产业向移动端转流等是各大城市政府当前需要直面的问题与挑战。

With the commonality and particularity of the cultural industry as compared with other economic sectors, the IP industry will become one of the focal points and breakthrough points in the reform of cultural industry on the supply side. At present, the IP industry has presented a trend of clustering of ＂IP ＋ ＂ industries, which will be a more competi- tive development model. Major cities show competitive relationships in this process. Under the premise of fully respecting the laws of the market, the local governments in major cities should be actively engaged in the top-level designing and or- ganization of the industrial clustering. This is the requirement of the development of industrial clustering. The transforma- tion of government functions, the construction and improvement of the corresponding laws and regulations, the development of industrial standards and norms for IP industry, the intensification of technological R＆D, and the promotion for the IP in- dustry to turn to the mobile end, all these are issues and challenges to be considered by local governments in major cities.
