上海深化农业供给侧结构性改革的若干思考

Study on the Supply-Side Structural Reform in Agriculture of Shanghai

深入推进农业供给侧结构性改革是当前和今后一个时期我国农业农村工作的主线。上海农业综合发展水平全国领先,目前已步入都市农业提质升级的新阶段,但也存在较明显的问题和短板,矛盾的主要方面在供给侧。由于农业功能地位、资源禀赋条件、市场环境及供需结构等的差异,上海农业供给侧结构性改革既面临与全国相同的形势、问题与要求,又在问题具体表现形式、解决路径及配套政策上,具有明显的地域差异性。本文梳理了我国农业供给侧结构性改革的背景、内涵与要求,分析了上海农业供给侧结构性改革的现状成效与短板问题,提出上海要以保障主要农产品供给安全和农业永续发展为底线,以建设与全球城市发展水平及功能需求相匹配的都市现代农业为目标,优化结构,补齐短板,降低成本,转变方式,改革创新,深化农业供给侧结构性改革。

Advancing supply-side structural reform in agriculture is the main development direction of agriculture in China. The agricultural comprehensive development level of Shanghai is in the forefront of China. And it has entered a new stage of urban modem agriculture. However, there are still some obvious problems which lie mainly in the supply-side. Although the supply-side structural reform in agriculture of Shanghai is facing the same situation, problems and demands as well as the whole country, but it also has obvious regional differences in the specific problems, solutions and policies, because of the difference of agricultural function, resource condition, market demand and supply structure. The paper reviews the background, connotation and requirements of the supply- side structural reform in agriculture of China. It also analyzes the present effects of the supply-side structural reform in agriculture of Shanghai, and the main bottlenecks problems of agriculture in Shanghai. It puts forward that the supply-side structural reform in agriculture of Shanghai should optimize the structure, improve weak links, reduce costs, change the development mode, and deepen reform and innovation, based on the bottom line of ensuring food security and agricultural sustainable development, and matching with the development level and functional requirements of global city.
