Problems and Countermeasures of HSE Supervision and Administration in Oilfield Enterprises

为了提高油田企业HSE监督管理工作水平,对其存在的问题进行分析并提出相应对策措施。在总结油田企业HSE监督管理体系不完善、运行制度不全、管理模式单一的基础上,从建设HSE监管制度、完善监管体系、创新监管方法模式对其发展对策进行分析。提出建立教育培训制度、考核奖惩制度、责任制度,构建HSE监管机构、监管队伍和良好文化氛围,建立油田企业HSE监管工作落实的PDCA循环模式。提高油田企业HSE监督管理在HSE管理体系运行过程中的有效监控作用,达到持续改进健康、安全与环境绩效的目的。

In order to improve the working level of HSE supervision and administration in oilfield enterprises, its existing problems are analyzed and corresponding countermeasures are proposed.On the basis of the imperfect management system, incomplete operation system and single management mode, the development countermeasures are analyzed by establishing HSE supervision regulation, improving supervision system and innovating supervision methods. It is proposed to establish education and training system, examining, reward and penalty system and responsibility system, structure HSE supervision organizations, supervision teams and good cultural atmosphere, and establish the PDCA circulation mode of implementing HSE supervision work in oilfield enterprises. The effective supervision effect of oilfield enterprise HSE supervision and administration in HSE management system operation process should be improved, which can achieve the goal of continuously improving health, safety and environmental performance.
