The Ethnic Policy of CPC and the Modernization of the Border Governance System in Yunnan

中国共产党的民族政策与云南边疆治理体系现代化有着密切互动关系。新中国成立后各个历史时期民族政策的制定和调整,推进云南边疆治理体系现代化,而云南边疆治理体系现代化也丰富了党的民族政策。民族政策为云南边疆治理体系现代化提供了根本遵循,在治理理念、治理制度、治理组织和治理方式上与云南边疆治理体系现代化互动发展。云南边疆治理体系现代化的复杂性和艰巨性、民族政策的不完善性和滞后性,迫切要求二者形成良好的互动关系,以国家治理体系和治理能力现代化的总要求为根本方向,健全完善民族政策,主动融入和服务国家发展战略,推动云南边疆治理现代化。

There is a close interaction between the ethnic policy of CPC and the modernization of the border governance system in Yunnan, as has been proved by the respective histories of the two in their various development periods since the foundation of new China. The former provides the basic guidance for the latter and they develop in an interactive way in governance concept, governance system, governance organization and governance style. However, at present, this connection is confronted with such challenges as the special complexity and arduousness of the modernization of Yunnan borderland governance sys.tem, and the im- perfectness and lagging behind of the ethnic policies. To improve the situation, we should take the general requirements of na- tional governance systems and governance capacity modernization as the basic direction, improve and perfect the ethnic policies, make an active integration and service of the country＇s development strategies, so as to promote the frontier governance moderni- zation of Yunnan province.
