基于“四位一体”的质量责任制体系建设研究与实施

Research and Implementation of “Four-in-one” Quality Responsibility System

为更好地落实武器装备质量责任终身追究制度,提高质量管理体系运行的有效性,切实解决体系执行不到位问题,本文提出了以质量监督体系、质量考核体系、质量奖惩体系、质量责任追究体系"四位一体"为核心的质量责任制体系模型,并介绍了体系建设的主要内容,在此基础上,例举了部分实施过程,以期为提高质量管理体系运行有效性、落实质量责任追究制度提供启示和借鉴。

In order to implement lifelong accountability system of weapons quality responsibility , improve the effectiveness of quality management system and solve the problem of system implementation effectively , the paper puts forward the ＂four - in - one＂ quality responsibility system model with as core of quality supervision system, quality evaluation system, quality system, quality rewards and accountability system, illustrates some of the implementation process, in order to put some inspiration and reference of the im- plementation of the quality responsibility system.
