学术期刊稿件选用中的学术歧视现象探析

近年来,学术期刊稿件选用中的学术歧视现象呈现越演越烈之势,主要表现为"四拒两受":硕士生稿件拒之门外,地方院校作者稿件不屑一顾,非省部级及以上基金稿件不予审理,非双高稿件不予刊发,博士/教授稿件抢先刊发,关系稿件优先采用.这些现象的滋生和蔓延,不但打击了广大科研工作者尤其是青年学者的学术研究热情,而且有违学术期刊的办刊宗旨.学术期刊可从以下几个方面进行治理:一是坚持学术标准第一原则,二是严格实行同行专家匿名审稿制,三是对待所有来稿一视同仁.

In recent years, discrimination in the selection of academic journal manuscripts is increasing： manuscripts of postgraduates are rejected; authors coming from local universities are disregarded; manuscripts of funds below provincial and ministerial level will not be approved; ＂non-two-high＂（high degree and high title） manuscripts will not be published. On the contrary, manuscripts of Dr.s or Professors or party and government leaders would be greatly preferred. This phenomenon is spreading in academic research field. In consequence, the majority of scientific researchers, especially enthusiastic young scholars, are greatly discouraged. Besides, it is against the purpose of academic journals. We should take measures as＂ academic standards and strict anonymity system should be applied, and all manuscripts should be treated equally.
