Fusion of Thoughts and Skills——Dual-logics of leader's thinking

中国特色社会主义建设要求领导者思维必须充分体现以人民性为核心的思想性,把为人民服务、保障和促进最广大人民的自由全面发展作为领导思维的基本出发点与目标追求。同时,我国单一制的国家管理体制要求领导思维必须充分体现宏观性、系统性、开放性,立足领导本质与领导责任来思考领导实践所面临的问题。实现领导思维思想性与技术性的有机统一成为保障和提升领导实践科学性与有效性的首要因素。

Leaders in the building of socialism with Chinese characteristics should always take people as the core in their thinking, serving the people, securing and promoting the all-round and free progress for the over- whelming majority of the people as the leaders＇ basic point and goal. Meanwhile, the unitary management of our state also requires leaders keep their thinking macroscopic, systematic, open-minded, and they should solve problems in light of their nature for leading and burdening the corresponding duties. Thus to realize the mutual fusion of leaders＇ thoughts and skills, it is the priority factor to ensure and improve their scientific and efficient effect in practice.
