“一带一路”视域下我国非政府组织建设路径研究

On Construction Approaches of Non-governmental Organization in China under the Perspective of “the Belt and Road”

全球治理理论与实践推动了NGO的发展。在"一带一路"战略背景下,我国NGO的参与不仅是全球治理体系完善、提高我国国际影响力的需要,也是塑造良好形象、提升"一带一路"建设效果的需要,同时也为我国NGO带来了重大发展机遇。借鉴英、美、日三国政府如何培育NGO"走出去"的做法和经验,我国NGO的建设,在政府层面上,应加大支持力度,改善发展环境;在NGO层面上,应增强自我管理能力,推进能力建设;改善自我形象,获得认同与支持;建立多边互动机制,立足当地发展;建立国际网络,提升国际化水平。

The theory and practice inglobal governance promotes the development of NGO,under the strategic context,NGO in China is not only the need to perfect the global governance system and enhance China＇s international influence,but also the need to shape a good image of China and strengthen the construction effect of＂the Belt and Road＂. At the same time,it brings a great opportunity for NGO in Chinato advance. Based on analysis to governments and NGOs in United Kingdom,the United States,and Japan,the paper concludes the experience for NGO in China,and puts forward corresponding suggestions. Government should strengthen support and improve the environment. NGO should strengthen self-management and push capacity building forward,improve self-image to attain recognition and support,establish multilater alinteraction mechanism and develop with rooted in program countries,and build international network to upgrade globalization.
