Oligarchy or Democracy: The Controversy over the Organizational Structure Property of Party

政党领袖与党员大众关系,是政党组织存在和运行的核心影响因素,是政党组织结构的主轴。由于对政党领袖与党员大众关系定位的差异,存在着政党组织结构的寡头与民主属性定位论争。社会整合是政党的基本功能,在此基本功能诉求下,政党组织结构的寡头与民主属性定位其实各有优缺点。而以政党组织的凝聚力、能力感和责任感为核心要素的内聚性,则是政党组织结构的科学、合理定位,则可以超越政党组织结构的寡头与民主属性定位论争。

The relationship between leader and mass in parties is the key factor for survival and operation of party organization and the core of organizational structure of party. However,there is a controversy between oligarchy and democracy over the organizational structure property of party because of the different understanding about the relations between leader and mass. Virtually,from the perspective of social integration of party,there are respective advantages and disadvantages between oligarchy and democracy about the organizational structure of party. And the cohesion,whose key elements are coherence,ability and responsibility,should be the organizational structure property of party and beyond the controversy between oligarchy and democracy over the organizational structure of party.
