金融扶贫模式的新探索:“宁夏固原模式”

The New Exploration on the Model of Financial Poverty Alleviation:the Model of Gu Tuan in Ning Xia

金融扶贫是我国精准扶贫的重要组成部分。宁夏固原市以提升金融扶贫攻坚的效率为出发点和落脚点,主动探索建立金融扶贫"宁夏固原模式",成为全国金融支持精准扶贫的典型示范。"宁夏固原模式"从管理机制、信用等级、支持方式、信贷创新、宣传教育、风险防范、服务体系、考核方式等八个方面构建了涵盖"政府+金融+产业+贫困户"四个维度的全方位金融扶贫模式,效果非常显著,与国内其它典型的金融扶贫模式相比,也具有重要的借鉴意义。

The financial poverty alleviation is the core component of the targeted poverty alleviation in our country. Gu Yuan pro-motes the efficiency of the financial poverty alleviation as the starting point and objective exploring actively to build up “the Model of Gu Yuan in Ning Xia” of financial poverty alleviation, which is the typical cases publicized as models in the national financial sup-ported targeted poverty alleviation. With regard to the management mechanism, credit rating, supporting system, credit innovation, publicity and education, risk prevention, service system, evaluation mode, “the Model of Gu Yuan in Ning Xia” constructs four di-mensions of the all-round financial poverty alleviation models covering “finance ＋banking＋industry＋poverty relief ’,which is effi-cient to the poverty relief in Gu Yuan and provides some significant referencial experience comparing with other typical models of poverty relief activities in our cities. The author advices to popularize selectively the model to the 14 concentrated destitute areas in the country.
