摘要
建设项目设置应急事故收集系统是防范突发性水环境污染事件的重要手段。本文分析了事故状态下针对泄漏物料、雨水、消防废水及生产废水等各种收集措施的技术依据。我国至今尚无针对应急事故水池的技术规范,由于事故池容积确定方法、关键参数等不明确,环境影响评价过程中关于应急事故池内容往往出现措施针对性、准确性及可行性分析不足等问题。根据环评工作特点,为了建设项目更合理地设置应急事故池进行了探讨。
Setting the emergency incident pool is an important water environmental risk prevention measure.The collection measures and related design basis for chemical material leakage,rainwater,fire extinguishing wastewater,production wastewater,etc,were analyzed.Because of lacking technical specification for the accident wastewater collection pool,the current methods and parameters to determine the volume of accident wastewater collection pool were still indeterminate.The possible problem such as less pertinence,lacking accuracy and feasibility on the collection measure in EIA were summarized.According to the working characteristics of EIA,the strategies and measures were advanced for perfecting the accident wastewater collection pool design.
