深化城建投融资体制改革的对策研究

随着经济新常态到来、经济增速逐渐放缓、房地产市场降温,财政收入减少及地方性债务规模控制,城市基础设施建设投资需求与资金供给之间的矛盾日益扩大。本文深入分析当前城建投融资体系运行的基本情况和主要问题,比较了各地城建投融资模式创新的情况,提出通过完善财政预算保障机制、加快城建投融资模式的创新、建立新型投资管理机制等深化城建投融资体制改革的思路和建议。

With the arrival of the new economic norm,the gradual slowdown of economic growth and the cooling of the real estate market, fiscal revenue began to decline, the scale of local debts were controlled. Under such background, the contradiction between the investment demand and the supply of funds for urban infrastructure construction is increasing. The paper analyzes the basic situation and main problems of urban construction investment and financing system, compares around the urban construction investment and financing innovation situation. Then the paper put forward the ideas and suggestions to deepen the reform of investment and financing of urban construction, such as to improve the financial budget guarantee mechanism, accelerate the innovation of urban construction investment and financing mode, and establish a new investment management mechanism.
