荆州和沙市两地合并,是荆沙城区社会经济协调发展的一个必要条件。实现这一设想,需要按照这样的原則来设计方案,即“三个地名并存,两套班子共容,城建规划统一,经济实体不动”。因此,荆沙两地的合并应该分两步来达到,即第一步实现两区一县方案,第二步实现两区三县方案。只有这样,才能够尽快地实现荆沙城区社会经济的协调发展。

Merging Jingzhou Town into Shashi City is an essential condition of the coordinate development of society and economy in Jingzhou and Shashi. To realize the aspiration schemes need be designed according to these principles "three place names and two place governments must stand side by side; city construction must be integrated; administrator of enterprises need not be changed."Therefore, amalgamation of Jingzhou and Shashi should be achieved by two steps, i.e. the first is to realize the scheme, two districts and one county; the second is to realize the scheme, two districts and three counties. Only in this way can we realize the coordinate development of society and economy of Jingzhou and Shashi as fast as possible.
