统战部门在基层协商民主建设中的主导作用研究

基层协商是社会主义协商民主多层广泛制度化发展的重要突破口和创新点。四川、浙江等地的实践证明通过党委领导、统战部主导的制度设计可以有效推进基层协商工作,此乃基层协商民主建设的较优路径。统战部门牵头推进协商民主建设既可以化解基层统战工作弱化的困境,也可以发挥统一战线独特优势推进基层协商工作开展。统战部门主导基层协商民主建设,需要准确把握部门定位、结合实际选择工作路径、加强制度机制建设、做好基层协商与政治协商的衔接。

The construction of grassroots consultative democracy promotes the multilevel,extensive and institutional- ized development of socialist consultative democracy. The practice in Sichuan and Zhejiang proves that the system design dominated by the party committee and the unified front work department can effectively promote the grassro- ots consultation work, which is a better path for the construction of grassroots consultative democracy and helpful to give full play to the advantages of the united front and resolve the difficulties of the united front work at the grassroots level. In the process of grassroots consultative democracy construction,the united front work department needs to accurately grasp the position of the Department, be combined with practice to identify the working path, establish a working system, and strengthen the link between grassroots consultation and political consultation.
