“The River Chief System”:How Is Continuous Innovation Possible?——a Two-Dimension Analysis on the Basis of Both Policy Text and Reform Practice

《关于全面推行河长制的意见》的通过预示着"河长制"从地方政府制度创新上升为全国性水治理方略。通过对不同层级"河长制"政策文本的内容分析和江苏河长制实践的观察两种途径审视当前的"河长制"治水之能与变革之道,可以发现"河长制"改革通过职能的垂直整合、政府注意力的转换、问责"倒逼"协作实现了河湖治理绩效的提升,但却需要弥合危机制度设计与常规河湖治理的裂痕,解决"责任发包"的责任困境、组织逻辑困境、体制外力量吸纳不足等问题。"河长制"作为一项制度创新需要不断的再创新、再提升。深化"河长制"改革需要变"责任发包"为"责任链",夯实组织基础,强化制度供给,动员多方力量,优化政策工具组合。

The passage of The Opinion on Comprehensively Promoting the River Chief System heralds the innovative upgrading of ＂the river chief system＂ from a local institution to a nationwide water manage- ment policy. The present study reviews the current water governance and reform through the content analysis of the policy text of ＂the system＂ at various levels and the observation of the practice in Jiangsu Province. The study shows that ＂the fiver chief system＂ has achieved the better performance of river and lake manage- ment, but the gap needs bridging between mechanism designing for crisis and regular management of rivers and lakes, and some problems needs solving. ＂The river chief system＂ as an institution needs continuous in- novation and improvement. In order to deepen the reform, various forces need to be mobilized.
