摘要
新建高铁引入既有铁路枢纽在工程建设过程中,势必会对既有铁路枢纽的运营产生一定影响,本着"铁路建设是为了更好地服务铁路运营,铁路运营为铁路建设创造适时便利的施工条件"这一互惠互利共赢原则,应采取过渡工程方案和运输调整措施减少铁路建设过程中对既有铁路枢纽运营的影响,同时为铁路工程的安全建设创造良好的外部环境。以京张高铁引入北京枢纽过渡工程方案为例,为类似高铁建设引入既有铁路枢纽过渡工程实施提供参考。
In the process of leading new built high speed railway in the existing railway terminal, there must be some infl uences to the operation of the existing railway terminal. In order to achieve the mutual benefit principle which is "railway construction providing good service for railway operation and railway operation supporting the railway construction", the transition project and transportation adjustment measures shall be adopted for lessening the infl uences to the existing railway terminal in railway construction. Moreover, the transition project would create favorable external environment. This paper takes Beijing-Zhangjiakou high speed railway leaded in Beijing terminal as an example, providing the references for leading high speed railway construction in existing railway terminal transition project construction.
