我国高等教育质量保障文化:现状、问题与对策 被引量:12

摘要 高等教育质量保障文化是高等教育质量保障实践的深层反映,反思高等教育质量保障文化是推动高等教育现代化改革与创新的重要途径。我国高等教育质量保障文化主要表现为学校主导型主体格局,科层管理型价值取向,政策落实型行为框架,行政监管型运作机制,检查督导型质量评价。当前,我国高等教育质量保障文化的失调主要表现在:保障主体的功能性缺陷,价值取向的方向性困境,行为框架的松散型联结,运作机制的内在性耗损,评价系统的结构性缺失。调适我国高等教育质量保障文化,需加强质量保障主体的专业化建设,构建创生取向的质量保障价值体系,搭建紧密联结的质量保障行为框架,形成全面融通的质量保障运作机制,开展全域多元的质量保障行动评价。 The culture of the higher education qualitative assurance is the deep reflection of the prac- tice, so the introspection of the higher education qualitative assurance culture is the important way to pro- mote the modern reform and innovation of higher education. The higher education qualitative assurance cul- ture of China is mainly embodied as the school-oriented dominant pattern, the hierarchical management val- ue orientation, the policy implementation framework for action, the administrative supervision mechanism, and the inspection and supervision quality evaluation. At present, the imbalance of the higher education qualitative assurance culture is mainly manifested as the functional loss of the guarantee subject, the direc- tional difficulty of value orientation, unconsolidated bind of behavioral framework, the inner loss of opera- tion mechanism, and the structural lack of evaluation system. To adjust the higher education qualitative as- surance culture of China, it' s necessary to strengthen the professional development of the main team, choose enactment orientation for qualitative assurance value orientation, build tightly coupled action frame- work, construct interconnected operation mechanism of qualitative assurance, and implement multivariable and comprehensive effectiveness evaluation of qualitative assurance.
