为集中疏解北京非首都功能和深入推进京津冀协同发展战略,中共中央、国务院决定设立雄安新区。在法治的框架下建设雄安新区,做到定位明确、有法可依。雄安新区法律法规建设应遵循原则性与灵活性相结合、全国性与地方性相结合、体现新区性质和特色的原则;应赋予雄安新区地方立法权,制定明确雄安新区的法律定位、建设目标和任务等法律法规,制定《雄安新区管理条例》《白洋淀湿地保护条例》和其他服务雄安新区建设、反映雄安新区特色的法律法规。

In order to intensively absorb the non-capital functions of Beijing and further advance the coordinated development strategy of Beijing, Tianjin and Hebei, the CPC Central Committee and the State Council decided to establish Xiong＇an New Area. It is imperative to ensure the area a clear position and ensure that there are laws to abide by when we develop the area in terms of the rule of law. When making laws and regulations for Xiong＇an New Area, we should combine principles with flexibility, nationwide legislation with local legislation to showcase the New Area＇s functions and special features. We should also authorize Xiong＇an to have its local legislative power and make clear relevant laws and regulations such as its legal position, objectives and tasks of its development. It is necessary to make laws and regulations, such as Xiong＇an New Area Control Ordinance, Baiyangdian Wetland Protection Ordinance, etc., which will benefit the development of the area and represent the special features of the area.
