雄安新区设立背景下京津冀行政区划调整问题分析——兼论“大保定”的发展困境与对策

雄安新区的设立在进一步促进京津冀协同发展的同时,也为京津冀行政区划调整打开了新局面。京津冀三地由于资源聚集优势存在较大差别,导致在京津大都市过度发展的同时,环京津的河北省地区出现了相对贫困。为了从根本上解决该问题,除了要将京津非核心职能向周边疏解,还要对京津冀的行政区划进行重新布局。在定州市和雄安新区从保定行政区划分离出来后,保定可以按照"一分为三"或者"一分为二"的方式进行区划布局,进而在冀中地区形成京津冀的城市化隆起带,带动冀北、冀东、冀南的行政区划调整,形成高效发展的城市团,最终使"空心拳头"的行政区划局面从根本上得以打破,在京津与雄安间形成三足鼎立格局。行政区划调整会使保定变小,对"大保定"发展不利,因此"大保定"需要前瞻性地思考与雄安及周边地区的整合对策,破除行政区划由于"做减法"而造成的困境。

In order to fundamentally solve the problem, in addition to dispersing the non- core functions of Jing-jin to the peripheral area, the administrative area of Jing-Jin-Ji should also be redivided. After Dingzhou city and Xiong＇an new district is separated from Baoding administrative division, Baoding can be developed by way of ＂one divided into three parts＂ or ＂one divided into two parts＂, and then a urban uplift belt in central Hebei can be formed, and further promoting the administrative adjustment in eastern Hebei, Northern Hebei, Sourthern Hebei, and respectively forming effective development urban group, eventually the ＂hollow-fist＂ administrative situation can be broke, the three pillar structure is formed in Jing-Jin-Ji area, Administrative division adjustment can make Baoding small, which can lead negative influence to Baoding, so ＂big Baoding＂ needs to proactively think the integratmn ＂subtraction＂ with Xiong＇an New District and other surrounding areas, breaking dilemma caused by administrative divisions
