An ISM Approach for Factors Influencing Safety of the Hazardous Chemicals Base

摘要 采用解释结构模型的方法,从设备、人、环境、管理4个方面,筛选38个危化品基地安全影响因素,建立危化品基地安全影响因素9级递阶解释结构模型,得到影响危化品基地安全的20个表层直接因素、10个中间层间接因素和8个底层根本因素。危化品基地应重视危险物本身危险性、安全法律法规和政府监管等根本因素,并依据各影响因素间的关系,制定综合防范措施。 To assess the safety factors of the hazardous chemicals base, 38 influencing factors in machine, human, environment and management for safety of the hazardous chemicals base were selected using interpretative structural modeling ( ISM), and a nine-level interpretative structural model was established. From it, safety-influencing factors were identified which included 20 direct, ten immediate and eight underlying. It is therefore urged that hazardous chemicals bases prepare safety precautions based on hazardous property of the chemicals, safety laws and regulations, and governmental supervision to produce secured and sustainable safety of the hazardous chemicals base.
