On Boundary Setting and Expanding Strategies of Application-Oriented Universities

国家提出创新驱动发展战略和供给侧结构改革,既为中国高等教育改革发展和人才培养提出新要求,也为应用型高校转型发展提供了新机遇。对于应用型高校建设而言,边界设定具有前提性和基础性作用,这对于防止僭越边界并科学引导应用型高校改革发展具有重要意义。应用型高校边界具有动态性、渗透性、开放性和拓展性特征。应用型高校扩展其边界的策略应紧紧围绕应用型人才培养这一根本任务,注重内涵式发展与质量提升,以此提升自身竞争力、影响力和社会美誉度。

The state proposes the innovation-driven development strategies and the supply-side structure reform,which puts forward new requirements for higher education reform as well as development and personnel training of China,and it also provides a new opportunity for application-oriented universities to realize their transformation and development. For the construction to the application-oriented universities,boundary setting has prerequisite and basic function,which prevents the transgression of boundaries and guide the reform and development of application-oriented universities. The boundaries of application-oriented universities are dynamic,permeable,open and extensible. The strategy of expanding their boundary in application-oriented universities should focus on the fundamental task of cultivating applied talents,pay attention to connotative development and quality improvement,in order to enhance their competitiveness,influence and social reputation.
