渭河生态调度补偿机制探讨

Discussion on Compensation Mechanism during Weihe River Ecological Dispatching

保证渭河一定的生态流量是现今社会各个方面的迫切需求和要求,但水资源短缺,用水矛盾突出的问题难以解决,补偿机制可以平衡相关者的利益关系,对经济发展和水资源管理有极大的促进作用。根据目前渭河生态调度方案的执行情况,提出建立补偿机制的原则,确定了渭河水生态补偿的地域范围,建立基于引水量的变化量、经济成本核算、直接经济损失三个方面的核算方法,作为补偿的依据,确立设立水生态补偿基金的生态补偿方式。

To ensure that the ecological flow of Weihe River is an urgent demands and requirements of all aspects of society today, but the shortage of water resources and water shortage is difficult to solve. The compensation mechanism can balance the interests of stakeholders and have great influence on economic development and water resources management. According to the current implementation of the Weihe River ecological dispatch program, the paper puts forward the principle of establishing compensation mechanism, establishes the geographical scope of Weihe River water ecological eompensation, establishes the accounting method based on the change of water diversion quantity, eeonomie cost accounting and direct economic loss, and determines the ecological compensation method of water ecological compensation fund as the basis of compensation.
