广州黑人聚居区的形成与族裔居住隔离现象的萌发

Study on the Relation between the African Enclave and Ethnic Residential Segregation in Guangzhou

族裔居住隔离严重阻碍了社会群体间的良性互动,容易固化和放大种族对立,因此,一直被视为社会稳定的严重威胁。改革开放以来,随着广州市开放程度提升,大量外籍人口特别是非洲裔黑人移民广州,非洲裔黑人聚居区出现,并由此引发了一系列的社会问题。与西方国家相比,我国无论是居住空间分布格局、政府管理能力还是社会分层现状,都具有避免族裔居住隔离形成的优势。有鉴于此,应围绕"以服务促管理"的原则,制定相应的治理和疏导对策,避免广州的非洲裔黑人聚集区由居住分异固化、沉淀为居住隔离。

Ethnic residential segregation seriously hindered the positive interaction between social groups, cured and amplified the racial and ethnic antagonism, it has been regarded as a serious threat to social stability. Since the reform and opening up, with the upgrading of Guangzhou＇ s openness, a large number of expatriate population especially the African immigrants Guangzhou, and the African enclave appears, thus triggered a series social problems. Compared with Western countries, the residential space distributing pattern, social situation and ability to manage hierarchical of government are all the advantage of avoiding the formation of ethnic residential segrega- tion in China. Government should focus on the principle of ＂Service to Promote Management＂ to develop appro- priate governance and counseling measures to avoid the formation of residential segregation.
