党的十八大明确提出了实施＂创新驱动战略＂,并作为提升我国综合国力的战略支撑,它的落实直接关系着中国的未来。＂创新驱动＂战略是继＂要素创新＂和＂资本创新＂之后提出来的。在21世纪,传统的劳动力已经失去了原有的市场红利,科技成为推动社会发展和进步的巨大动力。但是,全球化背景下,有效落实创新驱动战略成为迫在眉睫的任务,从制度和人文环境两方面入手,分析创新驱动发展战略要求的制度和人文环境的现状和问题,并进一步提出相应的对策建议。

the party’s 18 th explicitly put forward the implementation of the strategy of＂innovation driven＂,as strategic support to enhance China’s comprehensive national strength,it carries out the direct relationship between China’s future.＂Innovation driven＂strategy is the＂elements of innovation＂and ＂capital innovation＂.In the 21 st century,the traditional labor dividend has lost its original market,become a great force to promote social development and progress of science and technology.But,under the background of globalization,effectively implement innovation-driven strategy to become an imminent task,in this paper,from the two aspects of system and cultural environment,analyzing the requirement of development strategy of innovation drive system and the present situation and problems of the human environment,and further puts forward the corresponding countermeasures and Suggestions.
