装备试验标准体系的技术与管理分类合理性分析

Analysis on the Reasonableness of Technology and Management Classification About Equipment Test Standards System

本论文面向装备试验的工程活动,从标准目的、标准作用、标准内容、"科学-技术-工程"关系、管理活动、标准中适宜协调和统一的管理事项内容、管理有关的标准用途等方面进行了分析,指出将装备试验鉴定标准体系按管理标准和技术标准进行的划分是不适宜和不完备的,提出了面向工程将标准分为标准化管理技术标准、工程质量标准、技术基础标准、技术协调标准、技术指导标准、工程管理技术标准等六类的观点,目的是解决装备试验鉴定标准体系建设中将标准分为技术标准、管理标准的二维分类认识问题。

According to the engineering activities of equipment test, this paper analyzes the purpose, function and content of standards, the ＂science-technology-engineering＂ relationship, the management activity, the management items coordinated and unified in standards, standard usage related to management, etc.,points out that it is not appropriate and perfect to divide the standards system on equipment test and evaluation into management standards and technical standards, puts forward, considering the engineering, the opinion to divide the related standards into six types such as management technology, engineering quality, technical foundation, technical coordination, technical guidance and engineering management, in order to address the problem of the two-dimensional classification understanding about the construction of material test ＆ evaluation standards system, which is divided into technical standards and management standards.
