摘要
在数字转型的时代背景下,单套制的实践在国内外逐渐兴起,同时学界就单套制是未来发展方向基本达成共识。但相关概念表述较为粗糙,无法适应现实管理需求。因此,本文在明确"轨""套""份"基本属性定位的基础上,提出单套制的应用场景和核心约束要素,即环节、效力和业务因素。同时指出,现有概念已无法准确描述实践中的管理模式,建议通过"型式+要素"的方法组合表达电子文件管理模式。
In the age of digital transition, the practice of single filing system has risen globally. The academia has reached a consensus that single filing system is the future trend. But the concept is too vague to meet the management requirements. The article clarifies the concept of track, set and portion.Then the article puts forward the context of use and the core constrained factors of single filing system,which is links, effect and business factors. And the existing concept cannot describe the management model precisely. Therefore, it is recommended to use type and factor to express the management model of electronic records.
