摘要
此文分析了PPP模式在智慧城市项目中的适用性,从合作谈判、合作建设和合作运营3个阶段理清了其运作过程。从PPP模式的视角,对智慧城市项目运营管理的本质进行了研究,得出PPP模式智慧城市项目运营管理的本质为权力归属、利益分配和风险分担的结论,并在此基础上分析了各个本质中的核心问题,构建了PPP模式下智慧城市项目运营管理框架。
The applicability of PPP mode used for smart city project is analyzed, and the operation process is clari- fied From the 3 stages of cooperative negotiation, cooperative construction and cooperative operation. The essence of operation management of smart city projects are studied from the perspective of PPP mode. It is concluded that the essence of operation management of PPP model smart city project is rights owner- ship, benefits distribution and risk sharing. And then, the core problems of each essence are analyzed, and the smart city project operation management framework in PPP mode is built.
