摘要
改革开放后,我国高速发展的30年积累了强大的物质建设装备和人才,已经形成的大量的物质生产力量亟待输出,以化解我国相对过剩的产能。2015年国家发改委、外交部、商务部联合发布提出了一带一路(the Silk Road Economic Belt and the 21st-Century Maritime Silk Road,英文缩B&R)战略愿景。我国应积极利用"一带一路"战略影响,尝试对现有的国际法制度进行有力的改造,利用中华文化对外交政策和国际规则制定的影响,至少在国际法的局部发展产生中体现中国文化逻辑的影响。通过"一带一路"建设沿线连接点在区域地缘政治中塑造稳定的法律体系,讲好中国故事传播好中国文化逻辑,进而实现我国国际政治和国际法战略目标。
Since the reform and opening, Tianjin has made great achievements in opening to the outside world. At this stage, it＇s an important period of strategic opportunity for development of Tianjin. Compared with the developed cities in China, there is a large gap between Tianjin＇s opening to the outside world to promote the industrial upgrading, the construction of market subject and the international level of the open economy. To develop emerging industries,strengthen investment, and construct high-end industrial carrier, can promote the positive interaction between industry and opening, and accelerate the comprehensive development of economy.
