摘要
清末民初的公立高校政治特征鲜明,而这种特征又在任命方式、职务级别、职权范围等方面成为左右公立高校校长任命机制的强势力量。清末民初公立高校校长的任命机制表现为中央集权的传统模式。这一阶段法规政策逐步健全,但因时局动荡乃执行乏力。
Distinct political nature was the main feature of public universities in the late Qing Dynasty and early Republic. This feature had become a powerful force in the appointment mechanism of public university president in terms of appointment,job level,terms of reference and so on. During this period,the mechanism showed up the traditional centralized model,and gradually improved policies and regulations,but the implementation of it in turbulent times was faint.
