厦门海绵城市专项规划编制实践与思考

PRACTICE AND REFLECTIONS ON THE SPONGE CITY PLANNING COMPILATION OF XIAMEN

海绵城市是生态文明在城市中的具体体现,也是带动城市发展理念整体转变、实现新型城镇化不可或缺的组成部分。以住建部海绵城市专项规划编制暂行规定为指导,重点解析海绵城市专项规划的编制总体思路与技术要点,在深刻把握厦门城市生态格局变化现状和城市发展需求的基础上,进一步分析评估厦门自然生态条件,系统构建厦门市自然生态格局,明确厦门海绵城市建设的总体目标、技术路线、实施路径、规划管控和近期建设重点,指导厦门市海绵城市建设,以期为东南沿海乃至全国的海绵城市专项规划编制提供借鉴。

Sponge City is not only the concrete embodiment of ecological civilization in cities, but also the integral part of promoting overall transformation of urban development concept and the realization of new urbanization. Guided by the Interim Provisions of the Planning Compilation of Sponge City issued by the Ministry of Housing and Urban-Rural Development of the People＇s Republic of China （MOHURD）, the general strategy and technical points of the planning compilation of Sponge City was analyzed. Based on the present situation of the urban ecological structure transformation and urban development demands in Xiamen, natural ecological conditions in Xiamen were further evaluated, and the structure of natural ecology was established systematically. The findings and conclusions provided the overall objective, technical route, implementing path, planning control, and recent construction emphasis of Sponge City construction in Xiamen, which composed the programmatic document of construction of Sponge City in Xiamen and provided references for the planning compilation of SpongeCity in the southeast coastal cities and the nationwide.
