市区环间放射线快捷化改造方案研究

Research on Rapid Modification Scheme of Radial Roads Between Ring Roads of Urban Area

基于费用效果分析原理,以某市内环快速路与外环高速公路之间放射线快捷化改造方案为例,研究了项目经济性、社会影响、区域交通组织及施工便利性等因素对方案设计的影响,以求为类似项目提供参考。研究认为,仅以项目本身功能实现为前提进行费用效果分析,存在较大的风险,项目社会影响等也是一票否定方案的因素;区域总规划对项目方案选择起到了决定性作用;方案设计中应保证主要交通流通行效率和次要交通流的可通达性。

Based on the principle of cost-benefit analysis, in this paper based on the case study of reconstruction scheme of radial roads between inner ring fast roads and outer ring expressways, the impact of economy, social influence, regional traffic organization and construction convenience of the project on scheme design is studied, trying to provide reference for similar projects. The authors believe that conducting cost-benefit analysis on the one and only premise of function realization of the project itself is of great risk, and the social influence is also one factor of the＂one-vote negative＇scheme; regional master planning plays a decisive role in selection of project scheme; and the project scheme shall ensure the traffic efficiency of main traffic flow and accessibility of secondary traffic flow.
