老年大学发展现状、问题及对策——以黑龙江省为例

Development Status,Problems and Countermeasures of Elderly Universities——Take Heilongjiang province as an example

老年教育是构建终身教育体系和学习型社会的重要组成部分,老年大学是老年教育的主要形式。当前,黑龙江省老年大学教育供给严重不足,供需矛盾突出,存在管理体制不理顺、相关政策不完善、经费投入严重不足、现有教育资源利用共享率低、均衡发展迟缓、办学条件和基础设施薄弱、课程设置不合理、师资短缺、教学管理不规范等诸多问题,老年大学"一座难求"折射出了精神文化养老供给短缺。系统解决上述问题的对策和建议,包括进一步完善领导管理体制、加大政策扶持力度、加强基础能力建设、改善办学条件、鼓励社会力量举办老年大学、积极探索医养教结合新模式、鼓励和引导高等学校参与老年教育、加强老年大学内涵建设等,同时对社会关注的老年教育应否产业化、市场化问题进行了回应,为下一步研究确定老年教育发展路径提供借鉴和参考。

Currently, elderly universities in our province suffer from serious shortage of education supply and prominent contradic- tion between supply and demand. They have the following problems of irrational management system, imperfect related policies, serious shortage of financial investment, low utilization and sharing rate of existing education resources, delayed balanced development, weak school running conditions and infrastructure, irrational curriculum setting, teacher shortage, nonstandard teaching management, etc. Short board of spiritual culture endowment supply is reflected by ~hortage＇of elderly universities. In the paper, countermeasures and suggestions of systematically solving the above problems are proposed, including further perfection of leadership management system, intensification of policy support efforts, strengthening of basic ability construction, improvement of school running conditions, encour- agement of social forces in holding elderly universities, active exploration of new modes combining medicine, pension and teaching, en- couragement and leadership of higher education school to participate in elderly education, strengthening of connotation construction in the elderly universities, etc. At the same time, it has responded to the problems concerning the industrialization and marketization of the elderly education, thereby providing reference for further studying and determining elderly education development path in our prov- ince.
