精准扶贫视角下旅游产业发展模式及创新机制研究——以易县为例

Research on the development model and innovation mechanism of tourism industry from the perspective of precision poverty alleviation——Taking Yixian county as an example

为了促进扶贫开发,以易县旅游扶贫开发模式为例,采用实证分析的方法,对旅游扶贫产业发展的现状,以及在扶贫实践中,实施的各种扶贫模式的优缺点进行分析。研究发现,产业扶贫是效果最明显、脱贫效果最稳定的一种扶贫模式。因此,提出充分保障贫困人口利益,倡导PPT旅游;旅游业发展初期由政府主导;发展全域旅游,树立鲜明形象;开展旅游业教育培训及充分挖掘旅游资源等旅游产业发展的创新机制,以期推动我国脱贫攻坚任务顺利完成。

In order to promote poverty alleviation and development, taking the tourism model of poverty alleviation and development in Yixian county as an example, the methods of em- pirical analysis and exploration were used to study the status of poverty alleviation by tourism industry development under the background of vigorously carrying out the task of poverty alleviation in our country, and to explore the advantages and disadvantages of different poverty alleviation models. The investigation found that industrial poverty alleviation is the most effective and stable model. Therefore, this study proposes： to fully protect the in- terest of people in poverty, PPT tourism should be promoted; at the initial tourism development stage, government should take the lead to develop holistic tourism and establish a distinctive image; the tourism education and training need to be carried out, and the tourism resources and innovation mechanism of tourism industry need to be fully explored to promote China＇s successful completion of the task of poverty alleviation.
