"9·11"事件的爆发深刻改变了新加坡海上安全观的结构内涵,海上恐怖主义威胁的现实可能性及因应之道遂成为新加坡国家安全规划的一个重要关切。基于对本国海上安全脆弱性、海上恐怖主义威胁现实性和巨大破坏性的认知,以及国际海事体制与海上环境存在种种安全漏洞的现实,新加坡立足全体防御原则,通过国内制度重构和整合、在双边或多边范畴进行地区性与全球性海上安全合作机制的建设、参与,打造了一个目标直指海上恐怖主义的安全防御体系。新加坡的海上安全建设努力在改善其海上安全境遇方面取得一定成效的同时,在深入推进上也面临着相应的挑战,考验着新加坡与利益相关方海上安全治理的智慧。

The infamous＂9·11＂attack in New York City changed the way Singapore’s government approached maritime security.The reality of the maritime terrorism threat has become a major concern for Singapore’s national security plans.Considering its vulnerability to maritime terrorism,Singapore is building an integrated and multi-layered maritime security defense system through domestic institutional reconstruction and integration.It is also developing a multilateral and global maritime security cooperation.Singapore’s recent developments in its maritime security infrastructure has led to a vastly improved security situation in the city-state which sits in the middle of the world’s busiest shipping gateway.Still,the security should be kept up to date,as there are many serious challenges faced by the various maritime security management organizations around the world.
