航天遥感信息系统军民融合发展对策

Research on Development Countermeasures for Civil-military Integration of Space Remote Sensing Information System

摘要 针对我国航天遥感信息系统发展的现实需求,为促进航天遥感信息系统军民融合深度发展,对政策法规滞后、装备统筹缺乏和数据共享度低等现实问题进行了研究。通过借鉴国外先进模式、参考国内创新发展实例、分析现有装备军民融合发展经验等方法,结合航天遥感信息系统实际情况,提出三方面对策建议:(1)提高航天遥感领域政策法规顶层性、针对性、可执行性;(2)推动民企进入军队航天遥感装备研发、建设、维护全过程;(3)建设航天遥感数据产品军民共享一体化平台。 In order to promote the deep civil-military integration of space remote sensing information system to meet the practical needs of remote sensing information system in China, the paper studies the problems of policies and regulations lag, lack of equipment overall planning and low data sharing.By referring to the advanced foreign practice mode, citing examples of domestic innovation and development, and analyzing the existing experience in civil-military integration in China, the paper, based on the practical situation of space remote sensing information system, puts forward three countermeasures and suggestions, which include (1) improving the policies and regulations in space remote sensing field in the top-level design, pertinence and enforceability;(2) promoting the whole process of private enterprises entering the military space remote sensing equipment research and development, construction and maintenance;and (3) building an integrated platform for the civil-military sharing of space remote sensing data products.
