摘要
为评价内河集装箱码头铁水联运运营效率,针对评价过程中定量指标与定性指标共存的问题,提出基于协方差模糊评价的效率评价方法,通过协方差判断矩阵和模糊评价法分别确定定量指标与定性指标权重系数,构建协方差模糊评价模型。选取寸滩、武汉和肇庆?3?个典型铁水联运枢纽内河集装箱码头作为研究对象,构建铁水联运效率评价指标体系,通过实例分析发现评价结果与各码头实际铁水联运效率值相符合,证明协方差模糊评价法具有一定的合理性与有效性,同时评价结果可以为铁水联运管理者提供决策参考。
In order to evaluate rail-water inter-model transportation efficiency of inland river container terminal,targeting the problems commonly existing in quantitative index and qualitative index of evaluation process,this paper puts forward a efficiency evaluation method based on covariance fuzzy evaluation,determining the weight coefficient of quantitative index and qualitative index through covariance judgment matrix and fuzzy evaluation respectively and establishing covariance fuzzy evaluation model.Taking 3 typical inland river container terminals(Cuntan,Wuhan and Zhaoqing) of rail-water inter-model transportation hubs as the study objects,the evaluation index system of rail-water inter-model transportation efficiency is established.The example analysis shows,the evaluation result conforms to the actual efficiency value of railwater inter-model transportation in each terminal,and also proves the rationality and validity of covariance fuzzy evaluation method,at the same time,the evaluation result could provide decisionmaking reference for the managers of rail-water inter-model transportation.
