论户籍制度改革的根本目标:户籍与福利的剥离

On the Basic Goal of the Reform of the Household Registration System:the Stripping of the Household Registration from Welfare

户籍福利是困扰我国户籍改革的阻碍之一。由于我国地理环境差异的因素,户籍制度也随之有相应的区别对策,这导致附随在户籍上的福利也因此有着巨大的差异。户籍改革应逐渐将户籍福利与户籍制度逐渐剥离,使得户籍制度逐渐回归到最初的本质上来。促进各省(市)间的非户籍福利利益均等化,逐渐缩小省(市)间因户籍而引起的资源、福利分配的不平等差距。均衡区域资源配置,从立法、行政、执行层面提出相应的解决措施,从而实现户籍非福利的社会福利利益均衡体制。

Household welfare is one of the obstacles to the reform of China＇s household registration. Due to the factors of China ＇s geographical environment differences,the household registration system has also the corresponding countermeasures,which leads to a huge difference in the welfare of the household registration. Household registration reform should gradually be gradually stripped from the household welfare and the household registration system,making the household registration system gradually return to the nature of the initial. The purpose is to promote the equalization of no household welfare benefits between provinces（ municipalities）,and gradually narrow the gap between the provinces（ municipalities） due to the household registration of resources and welfare distribution. Through balanced regional resource allocation,from the legislative,executive,executive level we propose appropriate solutions,so as to achieve the welfare system of social welfare benefits of no registered permanent residence.
