水生态文明建设就是要建设人与自然、工程与生态和谐的水利工程,要考虑生态环境的承载力,以人定城、以水定产;要将以人类社会的满足作为唯一工作目标,转变为把维持江河湖泊健康和水生态良性循环同样作为水利工作目标。本文剖析了水生态文明建设的重要现实意义,介绍了水生态文明建设的内涵及对内涵的理解、水生态文明建设近期的进展情况及成效,并提出了水生态保护与修复关键技术和规范标准的需求,以供探讨。

Construction of water ecological civilization refers to the construction of water conservancy projects which are harmonious between human beings and nature, and harmonious between engineering and biology. The bearing capacity of ecological environment should be considered. City is determined by human beings, and production is determined by water. Satisfaction of human society should not be regarded as the only working goal. Maintenance of health in rivers and lakes and water ecological virtuous circle is should also be regarded as the working goal of water conservancy. In the paper, important practical significance of water ecological civilization construction is analyzed. Connotation of water ecological civilization construction, understanding on the connotation as well as recent progress condition and achievements of water ecological civilization construction are introduced. Demands of water ecological protection and restoration key technologies as well as specification standards are proposed for discussion.
