为了便于指导城市有计划、有重点地开展水利风景区项目,以大连市水利风景区建设发展规划(2016—2025)为例,阐述城市多种类型水利风景区规划的内容和方法。以城市风景资源现状调查与评估为基本依据,以地区相关规划为指导,以基础、景观、娱乐休闲、服务、安全和科普设施的建设为有效途径,打造水利工程安全、水资源开发与保护有机结合的具有地域特色的优质水利风景区。

Construction and development plan of Dalian water parks （2016--2025） is adopted as an example for describing the contents and methods of different water park plans in the cities in order to guide cities for scheduled and targeted implementation of water park projects conveniently. Present situation investigation and evaluation on urban landscape resources are adopted as the basic basis. Related regional plans are regarded as guidance. Foundation, landscape, recreation leisure, service, safety and science popularization facility construction are regarded as effective means for creating high-quality water parks with regional characteristics, which integrate water conservancy project security, water resources develooment and orotection organically.
