创新要素流动与区域创新绩效——空间视角下政府调节作用的非线性检验 被引量:67

Interregional Flow of Innovation Factors and Regional Innovation Performance:The Non-Liner Test of Government's Regulating Effect on the Spatial Perspective

摘要 在地区发展不平衡的现实基础上进一步实施差别化的创新驱动发展战略将会加剧创新要素的区际流动,在政府研发支持下,这种要素流动将会对地区创新绩效产生重要影响。采用中国大陆30个省市区2003—2014年的面板数据,基于引力模型构建创新要素区际流动指标,运用空间计量模型和面板门槛回归模型,实证考察了创新要素区际流动与地区创新绩效之间的关系,并进一步探讨了政府支持在其中的非线性调节作用。结果表明:(1)R&D人员和R&D资本区际流动会对流入地的创新绩效有显著的积极作用;(2)政府研发支持能有效促进R&D人员流动发挥其创新效应,而对于R&D资本,政府研发支持的促进作用并不显著;(3)在两类创新要素流动发挥创新效应的过程中,政府研发支持的调节作用均呈现出非线性特征,当政府研发支持力度低于门槛值时,其调节作用非常显著,而当高于门槛值时,其调节作用减弱甚至变得不显著。在上述结论的基础上提出若干政策建议。 Based on the imbalance of regional development,implementing the differential strategy of innova-tion-driven development further will intensify the interregional flow of innovation factors, which will have a great influence in regional innovation performance with the government's support. Through using Chinese provincial panel data during 2003—2014, building the index of interregional flow of innovation factors based on the gravi-ty model and using the spatial econometric models and threshold regression model, this paper empirically inves-tigated the relationship between interregional flow of innovation factors and regional innovation performance, and further discussed the government's non-linear regulating effects on the relationship. The study reveals that:(1) The interregional flow of R&D person and R&D capital significantly improve the innovation performance of regions which the factors inflow;(2) The government's R&D support has an significantly positive influence during inter-regional flow of R&D person give play to innovation effect, however, when it comes to the interregional flow of R&D capital, the influence doesn't significantly exist;(3) The regulating influence of government's R&D support shows the non-linear characteristic during the interregional flow of R&D person or R&D capital give play to inno-vation effect, and the regulating influence is significantly existing when the support under the threshold value, weakening or even vanishing when the support surpass the threshold value. Finally, some relevant policy recom-mendations were put forward according to the above results.
