TSPA must develop constantly for competitive advantage and need ＇arm＇ itself through exploitive learning and explorative learning for improving technical service and saving R＆amp;D costs. The market can not only affect the innovation performance but can drive technological learning, the tech-nological learning can improve the innovation performance furtherly, and the government-industry-institute is moderate factor.
