Investigation on Provision of Basic Public Health Services for Migrants in Urban-Rural Connecting Areas of Beijing

目的:了解北京市城乡结合部流动人口基本公共卫生服务提供情况,分析存在的问题,提出意见和建议。方法:采用目的抽样法选取北京城乡结合部的社区卫生服务机构预防保健科负责人作为调查对象,通过个人访谈了解为流动人口提供的基本公共卫生服务的种类和方式、存在的问题及政策建议等。结果:流动人口漏种、重复接种疫苗现象较为普遍;流动人口卫生意识差,降低了公共卫生服务的利用率;社区卫生服务机构资源配置不足,影响公共卫生服务提供的能力和水平。建议完善流动人口信息管理;借助公共媒体加大公共卫生服务的宣传力度,加强流动人口的健康教育;增加工作人员数量,提高其待遇,提升工作人员的服务能力和水平。结论:应加强多部门间合作,优化资源配置,全面提升公共卫生服务人员的服务能力和水平,改善流动人口健康水平。

Objective： To know the current situation of basic public health services for migrants in Beijing urban-rural con- necting areas and analyze the existing problems, so as to provide opiniions and suggestions. Methods： Using purposive sampling method to select the administrative staves worked at the prevention and health care department of community health service cen- ters in urban-rural connecting areas of Beijing. Making use of individual interviews to understand the species and contents, prob- lems and solutions of basic public health services provided for migrants. Results： Leakage and repeat vaccination phenomenon of migrants is relatively common, poor health consciousness of migrants reduced the utilization of public health services, insufficient distribution of resources affected the ability and level of public health services. It suggested to improve the management of health information for migrants, by mean of public media to increase the propaganda of public health services, and strengthen the health education for them, increase the number of staff, and rise the incoming, improve the service ability and level of staffs. Conclusion： We should strengthen the cooperation of multiple departments, optimize the allocation of resources, and improve service ability and level of the public health service staves to promote the health level of migrants.
