摘要 公立医院绩效改革已成为新医改和事业单位改革的关键,而对于医院管理人员,行业内还没有统一的考核办法和标准。为更好地激发医院管理人员的积极性,不断探索完善公立医院绩效考核体系,武汉市某公立医院院从2014年起,开始对全院所有行政后勤管理人员每季度实行360度测评,通过撰写岗位说明书、设立各岗位量化指标、确立测评人员关系、设定评分权重等初步建立管理人员绩效考评体系,利用信息化平台,多角度、全方位地对医院管理人员进行绩效考核。同时,及时将考核结果反馈给被考核人,促进管理工作的持续改进。考核取得了较好的效果,具有测评方式信息化、测评指标定量化、考核管理全程化的特点,为其他医院的管理人员考核创新提供了参考。 Performance reform of public hospitals has become the key of new medical reform and the reform of institutions. However, there are still no uniform assessment methods and standards in the industry. In order to better stimulate the enthusiasm of the administration stuff, and constantly explore and improve the public hospital performance appraisal system, a public hospital in Wuhan have begun to implement 360-degree-feedback assessment for all administration stuff every quarter since 2014. The per- formanee appraisal system was established by writing the job description, establishing quantitative indicators of every post, con- strueting the evaluation relations and setting rates and other weight initially. The multi-angle and all-directions performance ap- praisal was conducted using the information platform. Meanwhile, informing the results to the assessment timely has also promoted a continuing improvement of hospital management. The performance appraisal system has achieved good results, and also provides a reference in performance appraisal innovation for other hospitals.
