The World Needs a New Concept of Opening-up

当前的经济全球化是资本引领的全球化,不同生产要素全球流动性的不对称导致不同生产要素收益不平衡,决定了全球化的内在矛盾和缺陷。走出全球化困境的出路不是放弃全球化,而是建设新型的全球化。指导全球化需要一种自由不越矩、宽容不放纵、开放与秩序兼容、效率与公平统一的新型开放观。新的开放观应当关注全球化进程中劳动与资本、动态与稳定、国家与民族、主流与多元、自由与规则、国家主权与全球治理、科学技术与人文精神的恰当关系。

The current economic globalization is led by capital flows and the asymmetric flows of differentproduction factors across the world determine that it has some problems and defects. To solvethe problems, we should not give up globalization itself, but improve it and build a new-typeglobalization. A new concept of opening-up, one that is free but rule-based, tolerant but non-indulgent, open and order-based, and efficient and fair, is needed to promote such a new-typeglobalization. Such a concept should focus on the proper relationship between labor andcapital, dynamic changes and stability, country and nation, majority and pluralism, freedomand rule, national sovereignty and global governance, and science and humanism.
