Challenges Facing the World Economy

今天的世界经济,正面临四大挑战:历史上最高的研发支出水平却伴随着二战以来发达经济体最低的长期增长率;依靠收入累进税和再分配政策已经无法遏制不平等的扩大趋势;管理全球化失灵,应该更多地求助于国内经济政策的调整,反全球化方向的对外经济政策调整反而被认为是对受损群体更加负责的方式;经济系统中缺乏一种对非金融部门债务进行有效约束的机制,全球债务水平持续上升,也许最终只能通过下一轮危机来实现自动调整。

The World Economy is facing four major challenges. Innovation has driven economic growth,but the highest R&D expenditure in history is only accompanied by the lowest long-runeconomic growth rate in advanced economies. Income disparities are rising, and progressivityand redistribution can no longer stop the trend of worsening inequality. While domesticpolicies are more helpful for managing the failure of globalization, foreign policies that goagainst globalization have been seen as more responsible measures. Global credit levels of non-financial sectors are rising continually and it may possibly lead to another crisis, because therelacks a constraint mechanism in the economic system.
