保障和改善民生是中国共产党性质宗旨的要求,也是社会治理的重要方面和目的之所在。在保障和改善民生的过程中,中国共产党有三次明显的理论实践转换。每次转换都蕴含着思想解放和理论实践创新,体现了事物发展的螺旋上升。这种螺旋上升,始终坚持的是人民群众利益至上原则,彰显的是创新社会治理的旨趣,起到的是不断适应形势的发展变化、时刻保持社会和国家的总体安全的重要作用。

Ensuring and improving people＇s livelihood is the tenet of the Communist Party of China and is also an important aspect and purpose of social governance. In the process of safeguarding and improving people＇s livelihood, the Communist Party of China has three obvious theoretical and practical changes, each of them contains ideological emancipation and theoretical practice and innovation, and reflects the spiral rise of the development, which is always adhered to the principle of the supremacy of the interests of the people and highlighted by the purpose of innovation and social governance with the great significance in adaption to the developmental changes of the situation and the maintenance of the overall security of the society and country.
