富人治村的内在逻辑与建设方向

The Built-in Logic and Construction Orient of Village Managed by the Rich

"富人治村"的样态具有区域差异性,但皆是乡村社会转型期背景下基层政府逻辑导向及村庄诉求共同作用的结果。这一现象具有部分合理性,能带来当下治理的"低度均衡",却又对乡村治理的长久发展带来难以回避的隐忧。为实现"富人治村"的良性建设和发展,必须讲求辩证法,在村庄民主治理规则的再塑造、发展多样化社区民间组织及县乡基层政府的治理转型等方面做出努力。

The types of ＂Village Managed by the Rich＂ differ from each other in terms of region. All these types are influ- enced by both the logic of fundamental government and the appeal of villages. This phenomenon, to some extent, is reason- able. It can bring out the balance at low level meanwhile, it can also bring out some inevitable disadvantages. Efforts should be made in three aspects, so as to develop the management healthily： The reform of the rules in managing the village democratically, the development of diverse civil organization in community, the transition of the management of fundamental government.
