Routine Monitoring Technology in the Use and the Citizen Right of Privacy Protection

随着现代科技的不断发展,传统的侦察技术已经逐渐被新兴的监控技术所超越。现在刑事侦查中最普遍应用的是"视频监控技术",被称为继刑事技术、行动技术、网络技术后的"第四大破案技术"。其在破案侦察中的作用不言而喻,但是在利用视频监控技术的过程中可能会侵犯公民的隐私。

With the continuous development of modern science and technology, the traditional reconnais-sance technology has been gradually beyond the emerging monitoring technology. Now the most commonly used in criminal investigation is the ＂video surveillance technology＂, is not known as criminal technology, mobile technology, network technology, ＂the fourth detection techniques＂. Its role in the detection of the case is self-evident, but in the use of video surveillance technology may infringe the privacy of citizens. In this paper, we will explore the characteristics of the investigation technology from the difference be-tween the investigation technology and the technical investigation, and then analyze the influence of the video monitoring technology on the citizen＇s privacy.
