A Preliminary Analysis of the “Combination of Three” Supervision Mechanism in the Central Soviet Area

中国共产党监督机制真正成型,始于中央苏区创造的群众监督、权力监督、权利监督"三结合"所形成的监督机制。这种监督机制有特定内涵,它体现的本质是政权的人民性。它具有直接赋予人民以监督的实权、形成内在与外在的监督合力、使监督运作线路畅通无阻、三种监督互相制约的特点。它把党内自我净化力量与以人民监督为主的外在监督力量密切结合起来,从而形成一种监督合力。

The forming of the CPC's supervision mechanism originates from the'combination of three'( i. e.,supervision by the mass people,supervision by power and supervision by rights) created in the Central Soviet Area.This supervision mechanism has particular connotation,which embodies the essence of the people orientation of the regime. It is characterized by direct endowment of the people with the real power of supervision,combination of external and internal supervision,smooth channel of supervision,and mutual restriction of three ways of supervision. It combines the self-purifying force inside the Party with the external supervision force( mainly focused on supervision by the people),thus forming a joint force of supervision.
